CALL FOR EXPRESSION OF INTEREST – EXTERNAL AUDIT

War Child Holland (WCH)  is a Netherland international non-governmental and solidarity organization and has been operational in Burundi since 2012 in collaboration with the Ministry of National Education and Scientific Research, Ministry of National Solidarity, Social Affairs, Human Rights and Gender in Burundi.

War Child Holland (WCH) works exclusively to improve the well-being and resilience of children and youths affected by violence and armed conflict. WCH and its partners support children affected by the conflict in Burundi through an integrated mix of child protection, education and psychosocial support interventions, while working closely with their caregivers, families and wider communities for maximum and durable impact.

War Child Holland (WCH)  in Burundi has been implementing Education, Protection and Psycho-social Support projects in different provinces of Burundi since 2012 with a strong focus on complementary education, teachers upgrading and youth skills training.

War Child Holland (WCH) works in Bubanza, Bujumbura Rural, Cibitoke, Rumonge, Makamba and has its country office in Bujumbura.

 

JOB DESCRIPTION

War Child Holland (WCH)  in Burundi invites Expressions of Interest (EOI) in order to pre‐qualify international and national audit for the objective of performing a statutory audit of the War Child Holland (WCH) in Burundi programs for the year 2020 and provide an independent opinion on the same.

Scope of the Audit 

  1. The audit will be carried out in accordance with the International Auditing Standards and will include tests and verification procedures as the auditors deem necessary.
  2. Verify all funds have been used in accordance with the established rules and regulations of WCH and only for the purposes for which the funds were provided.
  3. Goods, works and services financed have been procured in accordance with the WCH established rules and procedures.
  4. Appropriate supporting documents, records and books of accounts relating to all activities have been kept. Clear linkages should exist between the books of accounts and the financial statements presented to.
  5. The financial statements have been prepared by WCH management in accordance with applicable accounting standards and give a true and fair view of the financial position of WCH and of its receipts and expenditures for the period ended on that date.
  6. Comprehensive assessment of the adequacy and effectiveness of the accounting and overall internal control system to monitor expenditures and other financial transactions.
  7. Express an opinion as to reasonableness of the financial statements in all material respects.
  8. Include in their reports opinion on compliance with procedures designed to provide reasonable assurance of detecting misstatements due to errors or fraud that are material in the financial statements.
  9. Conduct entry and exit meeting with the Country Director, Regional Shared Operations Advisor and Sr. Finance Controller of WCH.
  10. In addition to the audit report, the auditors will prepare a Management Letter on the following:
  • Give comments and observations on the accounting records, procedures, systems and controls that were examined during the course of the audit.
  • Identify specific deficiencies and areas of weakness in systems and controls and make recommendations for improvement.
  • Report on the implementation status of recommendations pertaining to previous period audit reports.
  • Communicate matters that have come to their attention during the audit which might have a

significant impact on the sustainability of the organization.

  • Bring to the Country Director’s attention any other matters that the auditors consider pertinent.

 

Deliverables: 

  1. The Auditors on completion of the audit work will submit 5 (five) original copies of the Audit Report appended to the Financial Statements along with the reports to the attention of the Country Director.
  2. Management letter in accordance with the scope of work described here before.

 

KEY SPECIFICATIONS AND PROFILE OF THE AUDITING FIRM:

To undertake this assignment, the Auditor is expected inter alia to possess the following core competencies

  • Adhere to professional auditing standards as adopted in Burundi;
  • Conduct the audit in according to the group audit instructions from (WCH) global external auditor.
  • Demonstrate staff capacity to speedy audit process and sound knowledge of the INGO accounting and issues of complex multi-currency transactions and currency conversions including declarations on EU projects, and experience performance audit and compliance audit.
  • Documented ability to perform audit and willingness to audit according to instructions given by WCH’s Head Office auditor.
  • Knowledge of NGO sector operation and provide at least two references from a recognized INGO operating in Burundi and or East Africa for which similar services have been offered.
  • Sound knowledge of project management issues both in humanitarian and development, campaigns and advocacy related interventions.
  • Professional conduct by its staff at all times and willing to adhere to WCH’s values, and code of conduct and other core principles
  • Competitive cost or fees.

SPECIFICATIONS:

All interested audit firms are expected to express an interest by 29th January 2021 clearly demonstrating their ability to meet as a minimum the Key Specifications and Profile requirements listed above including;

  1. a) The audit fee and payment terms.
    b) Firm’s competency and staff profile, capacity and at least 2 INGO references.
    c) Company Registration, and how the firm fulfils the requirements of the Order of Professional Accountant of Burundi (OPC).
  2. d) Estimated duration. War Child Holland (WCH) does expect this assignment not to exceed 15 working days including preparatory work, designing engagement plans including field travel where necessary, and performing the audit, exit processes and final reporting.
    e) Your earliest availability to begin with the audit.

War Child Holland (WCH)  is available to provide information to any audit firm for purposes of ascertaining the volume of work for this assignment and for costing purposes. AUDIT LOCATION

Audit will be conducted in Bujumbura, Burundi with travel to Bubanza, Bujumbura, Cibitoke, Makamba and Rumonge if necessary.
